        The nuclear conflagration of the Indo-Pakistani conflict caused a wave of refugees that engulfed Spain, Portugal, and France. But not all refugees went on a campaign for a new conquest of Europe. Some refugees decided to settle in North Africa. The Maghreb countries stirred, and the Muslim world began to unite into a single "World Caliphate". Infidels were being expelled or destroyed throughout the Maghreb. A conflict began between the Caliphate and Black Africa. The countries of Black Africa, under pressure from the Caliphate, began their own unification and their own expulsion of whites from the black continent.​          The presidents of Congo and Rwanda were the first to understand the danger posed by this "green" wave. Paul Kagame concluded a peace treaty with Congo and convened an all-African congress. The only item on the agenda of this all-African congress was how to defend against the threat of invasion by the Caliphate. The all-African congress elected Paul Kagale as the "Chief of Africa" and gave him powers to govern all countries of the new "African Confederation". This Confederation included all countries south of the Maghreb up to the Cape of Good Hope in South Africa. This made it possible to stop the invasion of the Caliphate, which was only in the formation stage and lacked unified leadership and command. A major advantage in this black-green conflict was the absence of nuclear weapons in Africa, as well as the fact that Pakistan had burnt all its nuclear stockpiles in India. Furthermore, Iran's nuclear program had been destroyed earlier by Israel together with the USA (then still just the USA). The arsenal in France was not captured, and there was not yet any coordination between the supporters of the future World Caliphate in France and the Maghreb countries. The front line from west to east Africa became the border between the "African Confederation" and the Maghreb countries that were only forming into the "World Caliphate".
